Does every cell phone have a tracking device in it in the US?

After 911 Fort Monmouth ARMY Military Base- (The east coast electrionics command) tracked every single cell phone call by the newly discovered terrorists and their terrorist cells. For instance the last call that Osama Binladen made prior to the attacks at the World Trade Center in NYC- NY, The US Gov't Pentagon-Washington DC and the flight that crashed in Pennsylvania on the way to the White House-Wash DC.....i.e.)Osama Binladen's last personal/actual phone call was to his mother in Paris France. Why is she being given sanctuary & protection by the French Gov't???? That is the question???? Is the US Gov't also protecting Bin Laden's Mother in Paris???
