I really want to become an actor, whats the best way to go about this?

I really want to be an actor like as soon as possible, i am 19 years old and my talents have always been acting, stand up, writing stories/screenplays, and stuff of that sort. i am currently in college, and am thinking about dropping out to achieve my longterm goal, to move to NY, ATL, or California. is this a good idea or bad? and how can i become an actor? ANYTHING and EVERYTHING is appreciated. Thanks a lot. :)
