Car Help:1992 Plymouth Voyager stuck one tire moves other wont budge?

My 1992 Plymouth Voyager wont move. it starts but wont back up or go forward. It was working great but its been sitting in the parking lot for 3 weeks in frigid conditions, so a week ago i tried to move it and it wouldnt go forward or back. so i figured it was stuck in the ice. today the ice has mostly melted and it should be able to back up but it wont. upon further examination i am seeing that the drivers side tire isnt moving and the penger side tire is spinning it seems almost like the drivers tire is locked up and preventing the van from moving. im wondering if the brake is frozen (i always leave the e brake on when i park it) and maybe its stuck as the other tire is spinning. does only one tire drive in a front wheel drive car of this year and model. I really need to get it moved if you have any ideas or suggestions please help. like i said penger side tire moves drivers doesent and the car will turn on but not move forward or backwards. if you have any tips for fixing
